The Path to Your Toronto “Ticket Book”
While this certification provides the necessary legal and academic foundation, official authority is granted through your employer. For those operating within the City of Toronto, there is a specific multi-phase process to receive official ticket books:
Phase 1: Agency Authorization The property owner or agency must be an approved Private Parking Enforcement Agency. A formal written request must be submitted to the Toronto Police Service (TPS) to authorize specific staff, accompanied by their MLEO training certificates.
Phase 2: TPS Mandatory Workshop Once paperwork is approved, staff must attend a mandatory, one-day TPS Parking Workshop. This session is free of charge but can only be scheduled after the prerequisite MLEO training is completed.

Note: To gain full authority and your official “ticket book,” you must be formally designated as an MLEO by your employer once you are gainfully employed.
