This online, Handcuffing and Use of Force course was written by a Court Recognized Subject Matter Expert and former Instructor Trainer for the Ontario Police College.
There is no requirement for an in class, hands on training module in order to become certified in Use of Force Theory, Passive Handcuffing and Search.

Specialized Continuing Education: Tier 1 (Academic Prerequisite)
This specialty course is designed specifically for Commissionaires security professionals required to manage physical interventions and subjects in a professional capacity. While standard licensing provides the legal foundation, this program delivers the critical theoretical knowledge needed to safely execute use-of-force protocols and passive handcuffing techniques.
Developed by M.D. Burgess and Associates Inc., this curriculum focuses on the advanced tactics, legal justifications, and situational awareness necessary to maintain safety and mitigate liability in high-pressure environments.
Tiered Training Structure

Tier 1 (Online): Focuses on the academic and legal foundations of force. Completion of Tier 1 is a mandatory prerequisite for moving on to practical training.
